Housing Accessibility and Rehabilitation Program (HAR)
The mission of the HAR program is to promote safety and independence by providing housing modifications, repairs, and safety mechanisms to income-qualified senior citizens and individuals with disabilities who reside in Hunterdon County. HAR will also provide consultation and technical assistance in the arena of housing accessibility to all residents of Hunterdon County.

About Us
Housing continues to be a significant issue within Hunterdon County based on numerous county surveys. According to the 2010 Census data, 13.4% (16,581) of the Hunterdon County population (123,740) is 65 years of age or older. Nine percent (11,521) of the county population is disabled, with 3.8% (4,441) of these aged 65 or older. For this reason, the need for these housing modification services remains high.
It has been estimated by the Urban Institute that between 2010 and 2040, the number of senior citizens with disabilities will more than double. The same report also indicates that those with severe disabilities will increase from 2% in 2000 to 3.2% in 2040; those with moderate disabilities will increase from 4.6% in 2000 to 7.4% in 2040. Additionally, the increasing number of veterans with disabilities will boost required services.
With this future increase in disabilities, there will be an increasing need for disability services. Current services will need to be expanded, with housing rehabilitation services especially needed for people with disabilities of all ages to provide ramps and other modifications in order to allow residents to safely remain in their homes.
HAR is the only agency in Hunterdon County which provides these housing modifications for low and median income families.

The Housing Accessibility and Rehabilitation Program (HAR) provides the highest level home repairs and modifications to those in need, as well as housing technical assistance to any Hunterdon County resident requesting such help. This service is unduplicated as there is no other organization in Hunterdon County that provides the type of service that HAR does. HAR continues to be the only organization in the County to provide the necessary services to meet these housing needs free of charge to those who qualify.
HAR continues to remain true to its original mission, as well as its commitment to remain a volunteer-driven agency. Thus, activities do not change drastically year to year, but the faces change of those we help. Helping an autistic child be safe, helping a senior stay in the home they lived in for years, helping a paralyzed individual access their home and remain independent – that is the heart of HAR.
